Chief of The Naval Staff Identifies Human Capacity Development As Key To Realising NN Objectives
The Chief of the Naval Staff, Vice Admiral Emmanuel Ogalla has described Human Capacity Development as one of the major ingredients to realising NN’s operational and strategic objectives. The CNS stated this when participants of Course 32 of the National Defence College presented their research paper to him at the Naval Headquarters. The research paper which is part of requirements for the award of Fellow National Defence College (fdc) has the topic “Human Capacity Development and Operational Effectiveness: Strategic Options for the NN”. The CNS said the paper and its rich contents will aid in enacting effective policy and strategy that will step up the NN’s fight against criminals and economic saboteurs especially in Nigeria’s maritime domain.

He added that training and re-training of personnel is a continuous exercise towards enhancing the personnel’s efficiency in the discharge of their duties and achieving NN constitutional role. “We will continue to welcome suggestions on training and re-training of our officers for optimal discharge of our constitutional roles in the country,” the CNS assures.
Vice Admiral Ogalla Commended the Commandant and his management team for identifying the critical topic which is apt to the Navy. “Let me use this opportunity to thank the Commandant for identifying this topic which deals with human resource management and rhymes with some of our efforts at enhancing the NN’s capacity. “The world is dynamic and in modern world, issues of human resource or capacity takes a large chunk of organisation’s problems and the NN has to keep up developing and evolving to meet up on this aspect.”
Earlier in his remarks, the Commandant NDC, Rear Admiral Olumuyiwa Olotu thanked the CNS for his continuous support to the College and for making himself available for the presentation despite tight schedule. He further stated that the paper is not a final solution but ideas and thoughts of the participants put together for consideration. In a similar development, the Nigerian Police participants of NDC Course 32 also presented their paper to the Inspector General of Police, IGP Olukayode Egbetokun at the Force Headquarters, Abuja.
The IGP commended the Commandant for the privilege of having the first IGP Paper from NDC which he describes as rich in content and very brilliant in presentation. He said the NPF will surely implement some recommendations of the paper which has a lot of inroads into the NPF’s current effort at ensuring national security, public safety and political stability.
